Port Blandford became an incorporated Local Service District in 1971. This designation created a formal structure for the town, with trustees appointed by the Provincial Government.
The first meeting of the Trustees took place on October 22nd, 1971. The Trustees were:
- Laban Davis, Chairperson
- Alex J. Penney, Vice Chairperson
- Jack D. Penney, Secretary
- Jesse Stead, Treasurer
- Leslie Warren, Trustee
- Sidney Matthews, Trustee
- Cassie Penney, Trustee
On Feb 14, 1972, A.J. Penney agreed to act as Chair and on June 28, 1972, Laban Davis resigned due to moving for work.
On Nov 24, 1972, Cassie Penney resigned pending appointment of another Trustee.
